Loan Applications Second Window for Diploma Student is Open Now: As the academic year progresses, an exciting opportunity emerges for diploma students seeking financial support. The Higher Education Student Loans Board (HESLB) is delighted to announce the opening of the second phase window for online loan applications. This phase, spanning 14 days from Thursday, December 21, 2023, aims to cater to the diverse needs of diploma students who may have missed the initial application window.
The Journey So Far:
The journey began on November 7, 2023, when the first window for diploma loan applications was unveiled. The fruits of this effort were manifested when the first phase of assigned loans was officially announced and distributed to colleges on November 29, 2023. Now, the second window offers an extended opportunity for those who couldn’t apply during the initial phase.

Intention of Opening the Second Window for Diploma :
The decision to open a second window for Diploma stems from a commitment to inclusivity and ensuring that all eligible students have a fair chance to access financial support. This phase is strategically designed to accommodate three specific groups of students, each with its unique circumstances.
Groups Targeted in the Second Window :
First-Year Priority Diploma Students:
This group comprises students pursuing priority diplomas outlined in the ‘FIRST VERSION’ of the ‘Guideline for the granting of education loans to diploma students for the year 2023-2024.’
These students, who were unable to apply during the initial window, now have a second chance to secure financial assistance.
Second or Third-Year Priority Diploma Students:
The second group includes students in their second or third year pursuing priority diplomas as specified in the ‘FIRST VERSION’ of the ‘Guideline for Issuing Education Loans for Diploma Students for the year 2023-2024.’
This allows those who missed the first application window to now submit their loan applications.
Additional Priority Diploma Students:
The third group involves priority diploma students who will be added based on the ‘SECOND VERSION’ of the ‘Guideline for Providing Education Loans to Diploma Students for the year 2023-2024.’
The specific diplomas to be included will be announced on the HESLB website (www.heslb.go.tz) before December 23, 2023.
